Is the Balmoral chica friendly? I really like the new restaurant that they have been building for 2 years. Is it finished yet?

The restaurant seemed to be open in December. They have a very high chica fee, something like $30 or more. Have never stayed there.

What I remember the most about this hotel was unfriendliness of the staff. I don't recall , a smile , a nod , or a friendly gesture of any kind from any employee of that hotel during my stay there.

The food at the Patio restaurant was good. Stay at the Prez, but have lunch at the Balmoral.
