In an article in today's Sun Sentinel (FL) there was a line describing how much para mutual operators are taxed.

Pari-mutuel representatives complain that while their venues have to pay a $2 million annual licensing fee and a 35 percent tax on slot revenues, in addition to disclosing how much their machines pay out, the strip-mall operations do not.
The point is that gambling is a prime target for "sin taxes" and Costa Rica is not reinventing the wheel they are simply installing an up to date version. Casinos and sports books have gotten not exactly a free ride all these years in Costa Rica but certainly a very heavily discounted one. Even with the new tax they still are basically unregulated and can pretty much make the payout what they want.
