Does Jaco or Quepos have "open" boats for deep sea fishing. An open boat in the states is one where they accept walkups. Example, if a boat holds 10 people the boat loads up with the first 10 to show. As I will be a solo traveler to CR it would be just too expensive to rent a charter for one person.

I can't speak for Jaco but I have seen guys try to fill a charter in Quepos. I do not know the outcome as I have always made sure I had a boat when I was there. The last time in Quepos there was a guy on the pier trying to find a spot on High-Tec and there wasn't one to be had (Jan 23).
There are a lot of charter outfits in Quepos that advertise "fill ins" but I have no idea what the real deal is.

In Jaco, you might want to check with Costa Rican Dreams when you get there and leave your name with them.

I'd suggest that you post the days of your trip plans in the Role Call section. There are at least 4 of us who wanted to go fishing sometime during the April 8-12 timeframe, and I'm coordinating a combined charter. If your dates coincide, PM me. Otherwise, post what the dates you'll be there are, and you very well might find others who want to split a boat during the same time.
