What are the best, shortest, most cost effective, flights to Colombia?

I’m really not interested in flying through Miami.

Avianca in August announced they would start flying non-stop SJO to Medellin. https://qcostarica.com/avianca-opens-si ... osta-rica/ Although flights might not start until 2022.

If the non-stop hasn’t been initiated yet Avianca will require plane change in Bogota. Copa would be another choice, changing planes in Panama City.

Transferring at PTY is really easy as long as you aren't flying to the US. There's no transfer security screening.

I've flown that route 3 or 4 times, always using my Copa or United fr flyer miles to book a flight on Copa thru Panama City. Usually many departures a day, with a 1-2 hr. stop in Panama City. I have paid 10-20k miles. Purchasing a ticket on the Copa website usually costs $300 usd or more, so I use the miles instead.

Taca/Avianca used to have non-stop flights between SJO and MDE some years ago. But they were pricey, like $500-600. Crazy for a 2 hour flight.

I flew on Avianca to Bogota and then changed planes to Medellin. It was about $390.

Wingo used to fly direct SJO to MDE, hopefully they will again.

AA has $800 flights to Havanna at 1 hour 10 minute flight

Best is always subjective.

The Shortest is Avianca to Bogota, the only consistent nonstop between SJO and Colombia. However, if Bogota is not your ultimate destination, then you're looking at connecting in either Bogota (Avianca) or Panama City (Copa) to multiple destinations in Colombia.

My personal favorite has always been Avianca (SJO to/from Cartagena).

Beginning March 27, Avianca direct San Jose to Medellin on Monday, Friday, Sunday. Also direct flights to Cartagena and Quito.

Yep. We've (Colombia) been on-and-off the list several times, but my recommendation is just to go ahead and get vaccinated. Alternatively, just visit Costa Rica first and wrap your trip up in Colombia. I occasionally run into passengers who have had trouble entering CR without a vaccination... it's easier to just go ahead and get it.
