I'm planning a visit to SJO sometime next month and I'm planning my budget. One question - do all hotels charge the hotel tax? I'm asking because the last time I was there, I paid the bill in cash at the end of my stay and I was not charged a tax. I don't want to mention the hotel in case they will get in trouble.

Many hotels will drop the tax if you pay cash. Best to call and confirm.
