Costa Rica isn't the United States, but even in the US there are situations where, for one reason or another, the water gets turned off or becomes unusable or where the power goes out for hours - days - longer.
Our city water at home was contaminated by bacteria (the fecal kind). No bathing, washing clothes & dishes or drinking it for about a week while the water utility solved the issue. Had to boil water to use it. Toilet was (obvio) no issue. No laundry. Showers were 'whore's baths' with a bucket and soap. Used paper plates. We had to m-a-n-a-g-e. In 'murica.
Before that, after a hurricane we had no power for two weeks. I was on a well. No electricity, no water. Finally was able to snag a generator so I could have cold running water, but when I ran the pump I couldn't run lights, etc.
In the Central Valley services generally work. Mi novia has had water shutdown when AyA (water utility) works on the lines. Our power goes out all the time in the jungle but I have a big ass diesel generator. I've seen ICE (power company) flip the switch on a block to fix some issue (Zona 2 used to have a generator because of this).
So, it happens in Costa Rica and it happens in the US (and probably Canada, but they're all polite about it). But its infrequent.
