It has to be collusion. Nothing else makes sense. In a free market, the fares should be dropping (first one airline drops fares and the others follow to not lose market share) now that their operating costs are way down, since fuel makes up something like 60-80% of the operating costs of a flight.

A couple of years ago, they claimed that they "had to" raise fares to cover the added fuel expense.

Well, Jet-A prices are below 2006-2007 levels, down more than 50% from the highs of 2013. And yet fares are not falling, and even rising. Something isn't right....
