No, the Costa Rican departure tax is assessed only when leaving the country via air travel. The last time I crossed into Panama, a tourist card was required. The cost is $ 5 US and valid for 30 days. Be prepared for delays at the Paso Canoas border crossing. No need to exchange money when visiting Panama... the official currency is the "Balboa" (aka the US Dollar).
