Anyone know how you get downstairs after you go thru the machine at Customs?

My mistake boys, I meant the upper level to catch a pirate. Figured it out this trip

When trying to catch a pirate, here's how. Exit customs, go across the street to parking garage, there is a stairwell and an elevator, get to upper level, cabbies dropping off, grab them for $13 ride back to town. Works. Won't work downstairs with the airport cabs, they are stuck on $20 and at nite now $30 due to nite time construction. 10 pm to 5 am, on Rt 1 into airport.
