Exit tax increased $2 for international air passengers
By the A.M. Costa Rica staff - Tuesday, October 4, 2011

As of Saturday, the fee to leave Costa Rica by air increased $2. The government says it is collecting a fee in addition to the $26 exit tax to pay for luggage inspection for plants and insects. The inspection includes scanning with an x-ray machine. The decree that instituted the policy also said that the $2 fee would be charged for persons entering the country at airports. Those entering now as tourists have to pay a $15 arrival tax, so adding an additional $2 would not be difficult, although it is unclear if the new amount is being charged on arrival. The new fees are based on a presidential decree published in February. The measure also assesses fees for bulk imports like shiploads of rice or containers of plant products. There was no explanation why persons entering the country by land are exempt from the tax.

They also increased the arrival tax by two dollars to $17.00. That tax is include in the ticket price by the airlines so it is less noticeable.

Lets see, 2,000,000 visitors a year x $4.00. Not a bad amount of extra coin for the government.

ID as you probably remember the $15 now $17 arrival tax was originally placed in lieu of the old 3% hotel tax collected for ICT the tourist Administation/Department here in San Jose.

I remember it vividly because the net result to residents who own or rent or those who own a home here that they occupy when the visit the country are now paying a fee that replaced a tax they did not pay previously. :(

I would guess that is mostly fees by the airline. I think the U.S. tax is still hung up in Congress and most airlines just added that amount as fees and the only increase in Costa Rica that would be shown on the ticket is the $2.00 arrival fee increase.

Just paid my exit tax today at the airport and it was $ 26.00. So if you pay more it is a premium thats not necessary. No waiting in line about 15-20 clerks. Also the pre paid phone guy at the kiosk told me the number lasts 4 months now without having to pay a recharge. I know for a fact the tax price is correct and am only going by what the guy told me about the phone. They are selling phones at these booths for $ 30.00 as well .

While I do not like the tax I can not argue with the logic that the government used in enacting it as a replacement for the hotel occupancy tax. Many people were not paying the hotel tax because the hotel management would not charge it if you paid cash. In other hotels if you paid cash they would charge you the tax but not report it or turn it in to the government. By adding it to the charges on your airline ticket they improved their chance of getting the money rather then it going into the pocket of some hoteliers.
