For the Embassy you take the Pavas bus from the south side of Coca Cola (avenida 1, calle 16 y 18) They usually are white & red but they are now using a few yellow colored ones they bought from the company that was going to start the interlinea service. You should get the ruta 1 bus but if you get on a ruta 2 bus by error just get off at the first stop after the bus turns off Pavas Blvd. and walk 1 block north to the Embassy. Cost is 240 colones.

The DL place in La Uruca is a bit of a haul from the Embassy. Not sure which bus or where it starts to get there from San Jose.

Thanks for the help guys. I was a little doubtful when one of my friends was telling me that the new place for DL's is in Uruca, but close to the embassy. I will do a little more looking into it and hopefully can find a direct bus from downtown. If not will go to the embassy and see what buses I can find from there.....

Until the long delayed Interlinea service goes into service you will not find a bus that goes from Pavas to la Uruca. All bus service goes throug San Jose so if you are in Pavas you have to take a bus to San Jose to get to La Uruca or Escazu or Desemparados, etc. The plan is to have the interlinea routes make it possible to avoid having to go to San Jose to get from one area to another. One of the routes planned is Escazu - la Uraca which would go through Pavas allowing you to catch a bus near the Embassy but that is not up and running at the moment.
