does San Jose ever have a similar program?
restrictions on vehicles? thought they did at one time.

"A Day Without Cars" in Cali, Colombia.

The Municipalidad de San José could take an example from a bold move by the Alcaldía de Santiago de Cali, Colombia, shutting down all private passenger vehicles and motorcycles for 12 hours, giving the city a breath of fresh air.

From 7am to 7pm Thursday (November 12) morning, 750.000 passenger vehicles and motorcycles will be banned from circulation in the entire city of Cali in a program called "12 horas de Oxígeno" (12 hours of Oxygen).

During the 12 hours only buses and taxis can circulate, though they will still have to abide by the restrictions of the "pico y placa" and any passenger vehicle circulating the streets will face a fine and have their vehicle immobilized.

To ensure that the day is a success, the secretario de Tránsito, Fabio Cardozo, said 240 Agentes de Tránsito (traffic cops) will be on duty to ensure that those vehicle who are permitted to circulate doesn't exceed the speed limit.

Metrocali, the city's mass transportation system, said it would be adding 20% more buses to all routes on the Mio system, that includes articulated buses, feeder and collector buses.

The day of vehicular restriction is also being extended to neigbouring communities of Yumbo, Santander de Quilichao, Pradera, Candelaria, Buga, Dagua and Jamundi.

Last year the program resulted in zero traffic fatalities, 650.000 vehicles off the roads for the day and significant reduction in contamination in the city. Similar results are expected this year.

San Jose has a vehicle restriction policy but it is vastly different. Each day 20% of cars are prohibited from entering a ring around downtown from 6:00 AM to 7:00 PM. The last digit of your license plate determines what day you are restricted. 1-2 for Monday, 3-4 for Tuesday, etc.

Buses, taxis, emergency vehicles are exempt.
