Post subject:  A question about the $15 tax on airlines
So I see that this will replace the 3% tourism tax on the hotels. So am I right in saying the taxes will now be 13% in CR on hotels? Also, I already bought my ticket to CR. My ticket should be grandfathered in, right?

Yes the tax on hotel rooms will be the same 13% sales tax that is applied to almost everything you buy in Costa Rica.

While it has not been specifically addressed I do not believe you can claim any "grandfather rights". Will have to wait and see how that pans out.

Question—Is the “grandfather clause” a general accepted legal concept around the world,( or specific CR ) or just a American legal concept?
Just wondering, this just made me curious , any legal minds out there with a quick answer

It applies to certain things in Canada, I would imagine it would apply anywhere with a legal system based on English common law.

CR legal system is not based on English common law but does have a strong "grandfather" tradition. However the proposed new immigration law has brought serious discussion as to just how strong the GF clause really is in CR.

ID, I realize that, but he was asking if it was a specific American concept. Since U.S. (& CDN) law is based on English common law, that's why I replied the way I did.

I always thought CR law seemed to be more based on "the magic 8 ball" :lol:

No more Hotel collected ICT Tax in Costa Rica

Gentlemen,

As of April 1st 2009, Hotel’s in Costa Rica are no longer mandated to collect the 3.9% ICT Tax (Costa Rica Tourism Institute) from guests staying at their establishments. There now is a tax collected on each airline ticket to Costa Rica and passed on to the ICT by the airlines. Based on my sources and what I read on this thread the airline-based tax is $15. for people entering Costa Rica by airplane. I have not seen any public articles about this new system of collecting ICT taxes, if a member has seen one please post the link.

This reduces the guest tax at any Hotel in Costa Rica from 16.9% to 13%. Please make sure you are not paying this tax to any Hotel you stay at in Costa Rica just in case of this charge still being on Hotel billing software or if Hotel management claims ignorance about this change!
