I will be in CR on 1-27-09, and I noticed that this festival was happening? What is it and what is the tradition regarding this festival?

I couldn't translate the response by silencio. so i'm still in the dark, but it looks like it's a Rodeo sort of. But what is the historical significance, and does it take place only in one part of the country or all over?
