You can take a Tico bus for about $3 each way. But it's crammed and hot 50 year old diesel bus, so most would not recommend it. Plus, you have to keep an eye on your luggage or you may lose it. I would recommend Interbus ($25 each way) in an air conditioned late model mini-bus. A taxi will cost you at least $75 one-way.

Atlantic? Do you mean Pacific? What kind of captain are you?
The Caribbean side (Puerto Viejo) might be considered the Atlantic ocean, but there isn't any p4p there. On the Pacific side (Tamarindo, Flamingo) there is some but not much, in quantity and quality.
