Making a return trip in February. I understand this is the peak season. How far in advance would you feel safe making hotel reservations (Del Rey and probably some place in Jaco) without worrying about being booked already.

This is the best advice you're gonna get. Book it now, and you can always cancel or change dates later. Most hotels will not charge you a cancellation fee if you cancel within a week or more of your original date of arrival.
