This was posted on the Yahoo group "Costa Rica Living" and seems to be the latest information available on Spirit's request for landing rights in Costa Rica.
The following article is from the nacion.com "editing room" so you
will probably see it in the paper in the morning (this was translated
into English via Google but you can get the general idea). Sounds
like they will probably get a temporary permit while they correctly
refile their paperwork. It does sound like they will probably have a
permit in time but I might not want to be on the very first flight.

The airline Spirit Airlines asked for the previous week the
permissions of operation in Costa Rica but it presented/displayed the
incomplete documentation confirmed the vice-minister of Transports,
Viviana Martin
The civil employee, president of the Technical Council of Aviación
Civil (CTAC), emphasized that that instance offered to give him to
the company temporary permissions in a term of 15 days.
Nevertheless, Martin added that the beginning of the proceeding is
subject upon presentment of all the papers.
"It seemed very well to Us that they presented/displayed the
document, but he called us to the attention that a series of points
was not enclosed", indicated Martin.
Jose Antonio Muñoz, person in charge to take steps to acquire the
permissions for Spirit, said that they will give to the remaining
documents this week and trust having permissions of operation in the
second or third week of March.
Proceedings. Muñoz simply emphasized that "there is no a fundamental
stumbling block, some requirements that the law demands in Costa
Rica".
The lawyer detailed that still they are to certify several documents
before authorities in the United States in different states.
Finalized these proceedings, the documents will have to be sent to
the Costa Rican consulate where them it will have to authenticate the
consul.
Also to be translated
Tardanza of Spirit in the delivery of papers is also because they
must be translated to the Spanish
"They will go to the consulate of Miami, others to the one of New
York, others to Washington", needed Muñoz.
Once in Costa Rica, the company/signature of each consul in documents
will have to legalize it the ministry of Outer Relations.
In addition, Muñoz added, all the papers demand translation of the
English to the Spanish like presentation requirement before the CTAC.
The airline of low cost announced at the end of January that would
initiate the 5 of April its flights between Costa Rica and Fort
Lauderdale (Flowery).
From its announcement in January to the date, the airline has sold
