Anyone have any tips for avoiding/reducing the chica fee at the Balmoral short of just not staying there?

I used to get the fee waived every visit. I tipped the desk manager and gave him cigars. Then a new Hotel manager took over, a female. Even though I had stayed there numerous times she would not allow them to waive the fee. So now I stay at the Presidente, and the Balmoral management doesn't care.

Reality check, not all hotels in San Jose want or seek monger business and they make it as difficult, if not impossible, for mongers to practice their hobby.
