Are we talking for a visit or to move to the US? When you say "paper work" it makes me think that you are talking about a more permanent visa.
If it's for a tourist visa (the above posts nail it). Unless she can show "substantial ties" to Costa Rica (a good reason to return), she's probably not going to get it. You'll just be wasting about $150 in fees.
If it's for a more permanent arrangement, you should look at this forum. They have lots of free info.
