I agree that Costa Rica is becoming very unfriendly to everyone, especially extranero expatriates.

That said, I checked out Panama as a place to retire and I was not impressed. Cops stopping you everywhere you go, 3rd world military style border guards along roads that threatened a bribe out of my buddy and me... less night life except maybe in Panama City... just god awful boring in most smaller towns... less accessible forests/nature... It just didn't impress me.

I'm still interested in giving it a 2nd look but my first impression was not good at all.
