I tried to ask Chi-Treker this and he blew me off ( with an attitude ) so I will ask the board. If you send in an absentee ballot from CR for US elections , I asked him why he thought he should be involved in American politics when he lives in CR . His response was he is a citizen and taxpayer of US which is a great and fair answer.
For some reason he also told me to "stuff it..... " . My next 2 questions which he did not answer were. Do CR citizens who live in the US get to vote in CR elections ? My 3rd question since you reside in CR which state does your vote count in. Do you use your last US address even though you do not live there , do you use your Mom's address ? I tought these were legit questions but he took offense . What do you guys think ? If you used your last address would that be voter fraud ? If you used any address where you do not live would that be voter fraud ? Have a great day , Uncle H.

The rules are very clear. You can legally vote in the state where you last held legal residence. Using any other address might constitute voter fraud. I think the rationale is to prevent the possibility of a large amount of non resident voters voting in a particular election to influence the result. By using the address where you last resided shows some logical reason for your voting in an election in that area.

To my knowledge CR residents who reside outside of the country do not get to vote unless they return to Costa Rica and cast their ballot in person. I could be mistaken on that and perhaps someone here as different information.

Like ID said, as long as an ex-pat maintains a legal US residence, and is registered to vote, he or she is eligible to vote. Supervisors of Elections will send an absentee ballot to your foreign address, as long as you communicate with them (at least that is the way it is in FL). Ballots can either be mailed, or in some cases, faxed before election day.
