I know the obvious answer would be no , But now with the free 'cell to cell' commercials in the USA, I am curious.

Does ICE charge different rates for incoming calls, cell (8), land-line (2), or international ?

I have no clue what ICE charges me for. I have a 3g phone owned by my company. I do not receive a bill or any breakdown of what calls I made or received. I just go down to the Automercado every month or so and pay the bill.
There is a line item on the bill that says internacionales: 0:00. I have received iternational calls (I make them from skype) so I am guessing they are free.

Unlike the US, in CR, you don't pay for incoming calls (local or int'l).

For the prepaid service, outgoing calls to the US are about ¢160/minute, local is about ¢35.

If you think about it, it actually makes sense, why should you pay for receiving calls?
