Forgot to mention that most phones in rental apartments are "national phones". They can not make or receive calls outside of Costa Rica. Landlords are leery of having international phones in rental apartment as often they get stuck with large bills when the tenant makes a midnight move. If you need International phone service get a VOIP service like magic jack or vonage.

I brought a Vonage box with me to CR and surprised that it was cheaper to use it to make outgoing calls in CR than the line in the house. In CR the caller is charged for the call at typically $0.07 per minute. So long as the Internet service was working the Vonage VOIP worked great, so make sure you get into an area that has reliable Internet access.
