From what I have heard Antigua, Guatemala is the place. Good schools at a reasonable price and reasonable accommodations. I was in Antigua last month. It is a very very small city, very safe and compared to San Jose I found the restaurant prices very reasonable.
Quetaltenango is far better for Spanish study. In Antigua, you may have a hard time practicing Spanish, as the it is nearly overrun with westerners. It is, however, a wonderful place, with NO mongering opportunities. In Quetzaltenango, aka Xela, you will find a city of 150,000 people, far less tourists, but wonderful towns and villages that surround it...Great info at..
