I am looking for a decent smartphone to use in CR. I'd prefer one with a touch screen. Obviously, Iphone would be the best but I'm not looking spend too much.

How's Samsung Galaxy or Wave?

Orange I got one last year from Amazon. Its a LG Optimus gave around 100 bucks. Its a unlocked Quad Band Wifi Phone.
The performance of the phone is awesome but it is a pain to text because the touch screen uses Tap. If I had it to over I would have got one with a QWERTY key pad. The WiFi function is great running Android. It runs Skype and will work any where. I have used it in Thaland and Costa Rica just by buying a SIM card. Here is a link to Amazon showing Unlocked Quad Band WiFi phones. I looked around and Amazon beat Tiger Direct my usual source for phones and such. Spanky put me onto it. He was not happy with the TAP touch screen either.

I gave mine away. Even the TG hates the thing because of the screen but she uses it all the time for Facebook and it was an upgrade for her.

Orange if you can get one, a Droid 2 is decent. It's what I carry for work and its both CDMA and GSM and you can get it unlocked. You just need to know that it won't work in the US as a GSM phone because Verizon blocks the damn thing. I use a beat to shit Blackberry with a QWERTY keyboard but its days are numbered and I find myself missing my Droid but for texting its great. Its just nearing at least 5 years old, been soaked in beer and has traveled the globe and its age is showing.

a couple of suggestions would be the Samsung Ace (Android) which can be had on Amazon for around $230. Another is a new Nokia, model 700, which I'm using now. Very nice. Cost is around $280 on amazon.
