THE POST OFFICE JOB INTERVIEW...

A guy goes to the Post Office to apply for a job.

The interviewer asks him "Are you allergic to anything?"
He says "Yes, just caffeine."
"Have you ever been in the service?" the interviewer asks..

"Yes," he says, "I was in Iraq for two years."

The interviewer says "That will give you 5 extra points toward
employment here.",and then asks, "Are you disabled in any way?"

The guy says", Yes... an IED exploded near me and blew my testicles clean off."

The interviewer tells the guy "O.K. In that case, I can hire you right now.

Normal hours are from 8am to 4pm. You can start tomorrow at 10am, and
plan on starting at 10am every day.

Don't worry, we'll still pay you from 8am."
The guy is puzzled and says "If the hours are from 8am to 4pm, why
don't you want me to be here before 10am?"

"'This is a government job," the interviewer says.

"For the first two hours we just stand around drinking coffee and
scratching our balls.

No point in you coming in for that."

That's a bit of a stretch. Anytime an organization has about 90% of its Board of Directors appointed by the President and requiring congressional approval it is difficult to say they are not part of the government.

If Exxon-Mobile were in the same situation would you say they were an independent company?

Technically speaking we are a QUANGO--QuasiAutonomous NonGovernmental Organization. Not only do we not draw funds from the Feds (that ended in 1986), we are a cash cow for the Govt. 100% of our budget comes from our own sales (the only significant part of the Federal sector to do so). As a matter of fact, Pres. Reagan to capture our profits, included us as part of the Federal Budget to hide swollen budget deficits. Unlike any part of the Exec. Branch we have to pre-fund future retirees health care benefits and and are doing so in a 10-year period, rather than over the average working life of the typical worker (we pay the Feds something like $7 Billion per year.). We workers also bargain collectively for wages and benefits, and they are significantly more than the Federal sector workers (we pay only 17% of health insurance costs, the USPS pays 83%; in the Fed. sector workers pay a whole lot more).
OTOH, any significant personnel actions (reductions in force, reorganizations) have to meet Office of Personnel Management (OPM) guidelines.
In sum, Brother ID we are government when it suits government, and not when it doesn't.

Can you imagine any other business where your major users/ customers have so much direct say on your pricing (the Direct Marketers Association rep on the rate-setting body the Postal Rate Council (PRC [pronounced 'prick'])?

The Commission (Postal Rate Council) is composed of five Commissioners, each of whom is appointed by the President, by and with the advice and consent of the Senate, for a term of six years. A Commissioner may continue to serve after the expiration of his or her term for up to one year or until a successor is confirmed. No more than three members of the Commission may be from one political party.

You buttress my position that the USPS is a governmental agency. All the camouflage is just putting lipstix on the pig.

The Postal Regulatory Commission is just that--regulators (and ratemakers to whom we have to submit rate requests--it used to take up to 2 years to get a rate case approved--that has been streamlined down to about 10 months). Our governing body is the Board of Governors. The Posmaster General reports to them, not the PRC. The BoG has had historically been filled by the usual assortment of political hacks, but these days has some pretty sharp cookies who believe in our twin mission of security and sanctity of the mail, and universal service (we have the lowest rates and serve more customers over a more widely-dispersed geographical area than any other postal service with the possible exception of India's or China's.),
I have been a proud Postie for 21+ years and I state categorically--WE ARE NOT PART OF THE GOVERNMENT. Case closed- game over.
I'm not usually a testy bugger but I am on this.

But fellas take a gander at this--No other part of the Federa/ Postal sector has 3 different Law Enforcement offices watching them--one set of detectives (Postal Inspection Service) watching all the time, the Postal Police on-site at all major installations and the Office of the Inspector General (OIG) constantly looking for fraud, waste and abuse. And besides I'm a honkie so how can I be a duck?
