The Giants and Jets both used to play in NYC a long time ago, but in baseball parks (Jets at Shea, the Giants...was it the Polo Grounds, was it still up?) as the city has no football stadiums (still doesn't). When the Jersey Meadowlands complex was built, with a big stadium as the centerpiece, the teams acted liked their baseball counterparts and left for NJ (ok, not very far, but still... ). The Redskins acted likewise when they wanted a new bigger stadium.

Most of the teams do in fact play in their city.
