Costa Rica offers so much good food at very reasonable prices that it is hard to define any thing specific. However, if you are searching for high quality food with good wine lists, wonderful views of the valley and don't mind paying a bit I recommend the following:

Mirador Ram Luna and Le Monestar.
Ram Luna is a bit more down to earth but still very good. I have yet to have a bad meal there. And their english is very good. The wine list isn't the greatest but I suggest a Chilean red. Almost always good especially the Shiraz. ( Syrah if you prefer the French version ) The atmosphere is a little more family style but there is usually live music with a local flavor.

Le Monestar has great food but is pricey. It is fusion type cuisine bordering more on French/Belgian European. Lite sauces compliment each entree. Excellent wine list. Salads are small but tasty. The Lobster bisques is really good. Seafood is really good too, and this from some one who does not enjoy sea food that much. Atmosphere is very quiet and subdued. A great place for a date, or with a special lady, very romantic. By the way go with the cracked pepper sauce if you have the beef; wonderfull au jus thickened and seasoned with black pepper corns.

Granted both restaurants are more expensive than others but to me they are worth it. Typical cost at Ram Luna about $60.00. Le Monestar will be closer to $100.

Taxi will run around $12.00 to $15.00.

personally I think a little further up the mountain in Escazu at the "White House" Capital Grille Restaurant is a better view and better food for the money. To each their own of course.
