I have been to both and recently. If you just want variety I would say the Cocal in Jaco has a bigger variety than Habaneros in Panama City. The pricing will be higher on average $150 in Panama at Habaneros and $200 at the Cocal in Jaco.

Having said that read my thoughts on extra curricular activities. Jaco is better for that than Panama City. I like both and enjoy both so it depends on what your priorities are. Part of mine is to see and experience new places. I would absolutely recommend a day in Old Town if you go to Panama City. Here is a tip for online stuff. Having been to both places, I would opt for Panama City, just because there is more to do in the daytime as opposed to Jaco. PC is a large city with a lot of things to do. Jaco is basically a single road.

As you say, both are pretty expensive for P4P but in Panama City besides the pricey Habanos or the Marriott Casino, you can find more reasonably priced options at local bar / brothels like la Bocaterena (lively in the afternoon, early evening) or the online escort sites as posted above. And you will probably find more Colombianas and Venezuelans in PC as it is easier and cheaper for them to visit there. Google is your friend. Also check out the ISG forum.

Jaco basically has the Cocal and a few clubs where the Cocal girls go when they strike out. A few massage places you can visit in the daytime but the cost can be high and YMMV as to the service.

Also PC hotels will be a bit cheaper and food and drink will be a lot cheaper (except drinking in Habanos).

Now if you just want to hang out by the pool and drink and pull the Cocal ladies when the mood hits, then Jaco is fine. If you stay at the Cocal, there was still a 10% CRT VIP discount on the room rate when I was there in June. Since you have to call them to book, be sure to ask.

There is good variety in both places and hot ones are readily available. Top notch service can be hit or miss anywhere in the world. Unfortunately, performance, a lot of the time, can be inversely proportional to "hotness". There are no guarantees. Interview well and choose wisely. Either way you should have a great time.
