Here's a good link for fishing reports for the central part of the country (Los Sueños / Herradura, Jaco, Quepos).

Much depends on what species you're going to target. If you just want to catch something that'll give you a good fight, then you can find action year-round, no matter what part of the country you're in. If you're strictly looking for billfish (Marlin / Sailfish), then that's a little different.
Coming into the ladder part of the summer, the biggest concentration of billfish will be up to the North (Guanacaste), but in the central part of the country, you'll still get plenty of shots at tuna, mahi (dorado), roosterfish and snapper, along with several other species - with an occasional shot at a marlin or sailfish.

By the way, I'm in town the same dates as you. I might head offshore on Saturday (August 29) for a full day. But I'll be fishing out of Flamingo Beach, and we'll probably run up the coast into Nicaragua for the bite up there. If you're interested, let me know.
