-What's the best time of the year to go to CR? I heard it was Nov-April.
That's the high season. Thinsg are a little more relaxed during the rest of the year. Better deals can be had in lodgings, and it isn't as crowded.

-Do most of the Ticas migrate back to South America or Europe during the summer months or is CR a year round happening place?
Ticas are Costa Rican women, so they live there. The greatest migration that happens is sometimes between San Jose and the beach. Some holidays have an effect on the population, but over all, there are plenty of ladies around all of the time in SJ.

-Does CR have reverse seasons from North America? Are our summers up North consider down months for tourist season?
CR has two main seasons, rainy and dry. They consider the dry season to be Summer, and it is from sometime in December through sometime in the NA Spring. The temperature varies some, but over all, in San Jose, the high for the year is about 85F and the low for the year is about 57F. Most places do not need either heat or AC, as long as they get a breeze.

-Does it rain non stop during summer months? If so is it torrential
non-stop or is it like Hawaii (in and out then back to sun)?
If you mean NA Summer, it is typical to have it be sunny until around noon, when the clouds start rolling in. It is typical to have about an hour of rain, often quite heavy, around 3PM. The sun goes down at around 5:30 all year, so it doesn't turn into a steambath after the rain. This is typical weather, though every year is different.

-Can you drink the tap water in CR and not get sick or is it like Mexico where it's contaminated?
I consume some San Jose water, but often also get a bottle that I keep in the fridge for drinking. Drinking beer with ice is very common in CR, and the ice is made with tap water in SJ. A friend with a farm near Orotina always brought SJ tap water with him because he didn't trust his well.
My responses apply to the San Jose area. They do no pretend to cover the entire country. I hope this helps.
