I'm going to be at the Oceano Boutique Hotel (http://www.oceanojaco.com/) in Jaco in January. Does anyone know if it's Tica friendly?

I was there July of 2015 and checked in for 3 nights and tried to bring another back and was told definitely not. However a lot can change in 1.5 years. A girl last week said she thought it was. Sorry I do not have better Intel. You might want to call and ask visitor policy.

Calling directly and asking is the only way to be 100% sure however, in my past experience with them, they are NOT 'guest friendly'.

Oceano popped up on an Instagram search I did a year ago and their food looks great. The hotel is sweet and I may have to to take an old friend for a few days and dine in all weekend.

As for chica friendly hotels you have Cocal, Mango Mar, Morgan's Cove, Copa Cabana and many more.

I stayed at posiden in 2015 they did not charge me a chica fee. Rooms clean and comfortable. Good food in hotel. Easy walk to ATM and cocal. Very low key. Stayed at Oceana with chic for 3 days. Its a nice place nice pool but food not so great. Did not let us bring any Chicas back. I would recommend both under right circumstances.

I called the Oceano Boutique myself and they said no. It was really awkward trying to explain the receptionist that I wanted to bring about 4-5 different girls a day, she wasn't getting it.

Anyways, does any of the above hotels charge a chica fee? I went to the cocal website and it had a list next to the rooms prices for additional person, $15 each...

I can only speak for Cocal, but there is certainly no chica fee.
