There is no way to change the exchange rate, it's based on that days exchange rate that your bank uses (probably FOREX). So you got ยข493 per dollar which is correct (200,000/405.69).
There are ways to avoid the transaction fee ($4.06) that your bank hit you up for. There are banks that charge low or no international transaction fees.
Also, some ATM's in CR add an ATM fee (BCR desn't and the HDR ATM doesn't surpisingly). This is a fee charged by the ATM owner, not your bank. Can't chahnge it, but you can avoid it by only using ATM's that don't charge a fee. Unlike the US, in CR, they don't post the ATM fee on the outside of the machine, so you don't see it until you look at the receipt.
I have a credit union that only charges me 1% international fee of the total withdrawn, and I heard that there are some banks (Charles Schwab and Capital One) I believe but double check, charge no international fees.
