Are there any Off Limits areas in San Jose for active duty Military? Where can I find out this type of information?

Brother Yokoblazer--First, thanks for serving--you are in good company here. Second, I would contact the U.S. Embassy here, asking for the Sgt. of the Guard or his superior--if that Marine can't or is shy about answering that question, see if they have a Military Attache.
I have to say that is nearabout the first time the question has come up here--off the top of my head, I'd say no restrictions on your movement. Young, clean-cut guy in modest civvies--you'll get taken for a Nordic or African or South Asian or other Asian or... backpacker.

In my 30 years in uniform, I always figured that if there were off-limits areas, my chain of command would tell me.

Otherwise, I would wait for someone to post those "off limits" signs like in the old war movies.

If you are down there without a chain of command, why are you asking?

Don't operate like a German ("If it is not permitted, I will act like it is forbidden.")

Operate like an American: 'If it is not forbidden, I will act until I am told it is forbidden."

You can get that info from APACS.

From the latest Foreign Clearance Guide (FCG) (DoD 4500-54G):

Effective 22 January 2008, use of The Aircraft and Personnel Automated Clearance System (APACS) is mandatory for all Country/Theater/and Special Clearance Request.

Barrio Amon, The holiday Inn and area around the hotel are specifically named and listed as being off limits to military personnel in APACS.

You're going to have to decide what level of honesty and risk you're willing to take.

If you decide to go without spilling all the details, you won't be the first and you won't be the last.

Yup, Bush The Second changed the UCMJ to prohibit active-duty personnel from using the services of prostitutes, and I believe the penalties are rather severe. The change really hurt the business of a legal Nevada brothel near Fallon, as much of their clientele came from the Naval Air Station.

So if you're gonna visit the HDR, SL, HLH and such for more than just a drink, you better keep quiet about it or lie your ass off.

Im in the military and have been to Costa Rica a few times...dont go around letting everyone in your platoon know why your going to CR. Just say you have family there or that your going to a resort...and while there just use common sense. If a place looks like it might be trouble then dont go there and dont draw too much attention to yourself and you should be fine. Stay out of the barrios but there isnt anywhere in the gulch that I would say is dangerous although like I said before use common sense.

There is absolutely no way you are going to be stopped and questioned by any U.S. military authorities in San Jose. Why? Because there are none.

Not making a political statement as much as a moral one but I can't help but find it a little silly that with no laws being broken and everyone involved being a consenting adult that the very people who risk their lives protecting our freedoms have their freedoms taken away in this manner. Just doesn't seem realistic or make any sense.

It is about freedom. Those who would change their fellow man to conform to their ideas of morality don't have their leash around most Americans' necks, yet. However, servicemembers and gov't employees aren't so free. What two consenting adults do in the privacy of a bedroom is nobody's business, if it is two LGBTs who insist on their right to be Marines, or who want to force the Catholic Church to marry them. However, if it is a monger and a chica....well, that's different.

First, they start with language games. It is not the "world's oldest profession." That would imply that the Emperor of Rome, the Holy Roman Emperor, facist and communist dictators, popes, presidents, and priests could not stop prostitution but that our new masters will be able to. Sure they will. Aren't they the same ones that tell us that the war on (some) drugs has failed and you can't even keep drugs out of prison?

So "world's oldest profession" is dropped and turned into "human trafficking.'" "Human trafficking is bad, m'kay?" I remember sitting through one of those briefings. They try to tell you what it is: recruiters exploit poor and underemployed youth, they offer them training and jobs, usually overseas, , and once they have signed a 'contract,' they are taken overseas, the traffickers separate them from their families, limit their communications with the outside world. When the victim is overseas and find out that things are not the way they were promised to be, the victim is told that they cannot quit, and that they have incurred a 'debt' that they must 'pay off,' or there will be consequences. Usually the victim's passport is taken away and force is used to keep the victim from walking off the job. The victim might actually be forced to stay in confined, tightly controlled living and working conditions controlled by his traffickers.

More than a couple of times, I have had young soldiers stand up and say they were "trafficked." They say things like "recruiter," "promises," "contract," "penalties," "barbed wire," "threats of imprisonment," "not allowed to leave," "passport taken away," "kept in a foreign country to work against their will," "debt to be paid off."

Of course, these enlightened youth are dismissed as "trouble makers" and "wise ass hecklers," but usually it gets most of the other troopies thinking.... "Damn, my life sucks harder than Laura with a garden house and a golf ball......"

Actually, there are 3-4 of them in the Embassy's "Office of Defense Cooperation" and probably a platoon-sized USMC Embassy Guard detachment. But no attache office or a MILGROUP.

Embassy duty is a nice gig for the USMC in CR, they must know somebody, or be haven medals. Just keep a low profile and nobody will hassle you. Enjoy your time in paradise.
