Like Jamrock said, there is a bank on the departure level at SJO. There are also currency exchange windows in the baggage level and also near gate 4.
DON'T USE THEM. You steal about about 15-20% of your money. To get to the bank, you have to exit outside, cross the street, and take the escalator upstairs and go back into the terminal. They exchange at bank rates. If you only have a carry-on, it's ok, but I don't know if you want to drag your suitcase back up. And I wouldn't leave it with the taxi driver.
Last month, the Del Rey was exchanging at ¢570 which is unusually high for them. At the same time, the SL was paying ¢560 which isn't that bad either. I consider the money I'm giving up as a convenience charge. It's about 2,000 (~$3.50) for each $100 exchanged. A taxi to the bank and back (you don't want to walk with that much cash on you) plus the waiting, not worth the hassle.
