Rate of exchange from any ATM machine is established by the card issuer not the owner of the ATM machine. Your rate will be the same no matter what ATM you use. The exchange rate at the casino cashier booth to exchange dollars to colones is a rip off. Do not use it.

Tax is $26.00 and can be payed at the Banco de Costa Rica across from the Morazan Hotel one block west of the HDR

Walk one block south to Avenida Central and 2 blocks east. There is a Mas x Menos supermarket.

Might be able to negotiate a better rate with a red taxi from downtown to SJO. The $18.00 is the rate from airport to downtown in an Orange airport cab.
