The currency of Costa Rica is colones. I would think he would be better served by changing his pesos to dollars in Mexico and than dollars to colones in CR. Naturally this is predicated on using banks at both ends not exchange concessions at airports.
Thats my best guess perhaps we have some foreign exchange traders here who can give a more definitive answer.
