Can you pay for rooms with cash at the Hotel Del Rey? Also, do they typically have rooms available that night (no reservations)?

You can use cash to pay your bill. You're probably going to be required to give them a credit card before they give you a room. They will run the card and put a hold for one days rant against the card. What I'm saying if you're trying to not have a record of being there paying with cash may not work. Also most days they are 100% booked. They do have a problem with no-shows. That's why when you make a reservation if you do not notify them of a cancellation 48 hours in advance you will be charged for the room anyway.
