Some of those 2005 posts were probably mine - I've been to the Carribean side twice now - the last time in December of 2005. Didn't spend any time in Limon, but frankly, after driving through there I'm not sure why anyone would want to. As for the action - if "sailors" are hitting it there, I would expect it to be a somewhat rougher scene where you'd want to be on your guard at all times and probably have a wing man who knows the territory.
As for PV, like any "non-monger" destination, you might get lucky with the locals or some tourists (mostly European on that side), but personally I would definitely bring someone with me. And be sure to venture south to Cocles, Punta Uva and Manzanillo where the beaches are as pristine and gorgeous as you will see anywhere in the country.
