This is one of the strange things that occur in Costa Rica. Banks and merchants routinely give you colones notes that are dirty, torn, written on, etc. They should have been removed from circulation long ago.
However, give them a US bill and they will examine it with great care. Should it have the slightest tear, mark or other imperfection it will be rejected. The higher the denomination of the bill the more careful the inspection and the higher chance of it being rejected.
