I have seen this posted in just about every forum on this site. I have been doing some research and hopefully this will answer many of the questions asked.

If you want to know IF your cell phone will work the best site I have found is http://www.gsmworld.com/roaming/gsminfo/index.shtml
It will tell you which carrier has roaming agreements with I.C.E. and the frequency they use. It also has listings for each country and whether they have roaming agreements.

If your phone is a quad band it is 50/50 if you do not see your carrier listed as sub-agreements were not listed. Your phone must be a quad band with international priveledges to work regardless of the carrier.

Cost is dependant on the carrier but in general expect to pay between $1.99/min to $3.99/min depending on the carrier. That means whetehr you call to or from CR.

The following is a listing of the USA carriers which DO have roaming agreements with I.C.E. from the site above. These come directly from the site and I know that T-Mobile is a new addition. AT&T/Cingular does work for sure.

Please realize your best bet for prices is a calling card.

Actually your phone only needs 1 band and that's 1800 to work in Costa Rica. However to also work in the states you need a 1900 band, so to work in both countries you would need at least a dual band 1800/1900 phone.
