I have seen this posted in just about every forum on this site. I have been doing some research and hopefully this will answer many of the questions asked.
If you want to know
IF your cell phone will work the best site I have found is
http://www.gsmworld.com/roaming/gsminfo/index.shtml
It will tell you which carrier has roaming agreements with I.C.E. and the frequency they use. It also has listings for each country and whether they have roaming agreements.
If your phone is a quad band it is 50/50 if you do not see your carrier listed as sub-agreements were not listed. Your phone must be a quad band with international priveledges to work regardless of the carrier.
Cost is dependant on the carrier but in general expect to pay between $1.99/min to $3.99/min depending on the carrier. That means whetehr you call to or from CR.

DO have roaming agreements with I.C.E. from the site above. These come directly from the site and I know that T-Mobile is a new addition. AT&T/Cingular does work for sure.
