can i get a phone line to states for unlimited calls to US?

other countries offer this for 200 per month

If your calling someone that has a PC, Skype.com offers VOIP that has great call quality and it is free - as long as you are calling PC to PC. If you are making business calls from CR, and you do it from your home where you have a PC, SkypeOut service is about $0.024 cents per minute for calls to any phone in the USA. A buddy of mine living in Cartegena, Colombia uses this service. He has a Houston phone number issued by Skype and just has his incoming calls forwarded to his Colombian cell by Skype, or, if he's at his apartment, he just answers the call with his computer. His computer rings just like a regular phone does. It's cool.
