This quick blurb in from the newspaper La Nacion. It appears that many of the Central American countries were trying to get some form of National ID or passport system off the ground. The article was pretty short and right now I have no more info on it.

"The directors of the immigration services from Central America met in Tegucigalpa, Honduras, and were highly critical of the fact that Costa Rica does not accept the use of a regional passport. The Guatemalan official, Fernando Sosa, stated that "the Central American passport is ready to be adopted in all of our countries, except for Costa Rica."

This is the first time I have heard anything about a "Central American Passport", but it isn't surprising that Costa Rica would be the lone holdout. For several years now El Salvador, Honduras, Guatemala, and Nicaragua (I'm not sure about Panama) have used a CA-4 cedula which allows residents of one Central American country to seamlessly pass to another without using a passport. Costa Rica doesn't participate in the CA-4 program and still requires visas for citizens of other Central American countries.

For the same reason Los Estados Unitos doesn't have an open borders policy. Nicaragua has enough problems with Colombians and Nicaraguans without letting them in wholesale. However the restriction still only keeps out those who follow the rules, and there are not a lot of those.
