Personally, I'm not so sure about this plan.
It might not be a bad thing as long as the street name corresponded with the applicable cross street. I could figure out that 747 is just north of Ave. 7. But I don't have a lot of faith that the municipality if they do anything at all will do anything quite that logical. For example, even a "sophisticated" place like NYC is not even that smart (eg. the Madison Sq. Garden is around 400 7th Ave. or between 31st and 33rd Sts.
Secondly, I hope they're not talking about replacing the number grid system with actual street names like Paseo Estudiante instead of Calle 9 etc. or Calle Amargura in San Pedro instead of Calle 3. For that matter, why do they use a different street number system in that part of town?
Thirdly, whatever they do is going to only be of limited help if they don't first put in more street signs. I could find things a hell of lot easier, even without exact numbered street addresses, if I at least could more easily tell which street corner I am standing at, but most streets do not even have signs.
Fourth and finally, why bother? The locals are used to getting around they way they do now. They already have numbered streets and yet not only don't they utilize that as a system of reference but they use landmarks instead and often ones that are no longer there either (like the Mercedes dealer or Coca Cola). If a cabby can't get you to the Del Rey when you tell him "Calle 9 entre la avenida 1 y 3", its not going to be much better if you told him 135 Calle 9 instead.
I should add, for what ever its worth though I'm sure others might disagree, that there is a certain charm to the way Josefinos do things that reminds me I'm in a foreign capital and not just like any city back home.
