Immigration Raids: A brief history, perspective.
Costa Rica has been very lax over the years in terms of enforcing their immigration policy. A couple of things started to happen over the past seven years to change their policy.
Two to three years ago, Costa Rica had sweeping changes in their naturalization process for citizenship. In the past, if you were national from another country, resided in Costa Rica, and could prove employment, after a couple of years, you could gain citizenship. This is no longer the case, it is much more complicated.
Two things happened to change all of this. A massive influx of illegal immigrants streaming out of Nicaragua has caused huge problems. On top of this, the drug pipeline out of Colombia and it's unwanted baggage has put pressure on the government. The US, along with it's CIA and FBI have in cooperation with the local government played a hand in part of this. On top of this, massive pressure has been placed on Costa Rica, by human rights groups and concerned governments to stop the abuse associated with their liberal sexual laws, and Ch*ld prostitution which attracted the scum of North America and Europe. This pressure had economic implications.
In the past, raids to places such as the Blue Marlin did occur, but it was for show, not tell, and at times was simply a 'message' that more hush money was needed. Deportation stemming from a raid was unheard of.
This all changed in December of 2002. The first thing the local government did to try to control prostitution, was to enforce some of it's laws, namely taking out agencies and pimps. There is, and will be no change in allowing prostitution, even el presidente used(uses?) the service. But image is important, so changes are happening as I type this.
In December of 2002, a huge raid happened at the del Rey, and sixty-two Colombian nationals were deported, along with ladies from several other countries. This raid was a huge shock, and it has not changed since then. The officers were rude, and really shook Big John, et al, to the bone. The good thing is at that time, the Colombian ladies were intimidating all of the other ladies, and were enforcing this $100.00 price. Shortly after these ladies left, the price structure drifted back to normal.
There have been several other raids, I have been there for two of them. Easy has been there for all of them ( ???? ). On a couple of occasions, the officers have been very rude, discourteous to everyone, and for the first time, I saw Big John, Miguel Hine, and everyone who works in the delRey seem very upset, and I could tell they were helpless.
It is wise to carry your passport with you, or a certified copy. I saw them haul off a few Americans who were not allowed to go upstairs to their room to get it. They spend several hours detained in not the best of conditions, and were treated like common criminals. I had two friends spend all night in jail.
The future of legal prostitution in Costa Rica is safe for the time being, but the delivery system will be monitored more closely. This country is trying to join the big leagues as the star of Central America, and is willing to do what it takes in order to be accepted by the big boys.
The immigration jail, just two blocks from the delRey is not a comfortable place to spend the night. You will not be treated with dignity and respect.
