For example, although you can get into the country with the required insurance even if you are not vaccinated, you will not be able to get into places such as the SL that have opted for full capacity in exchange for accepting the vaccination requirement for entry.

I thought the requirement in bold was still being fought out in the courts in Costa Rica. Am I mistaken?

I think Feb 8 was the result of that (versus original earlier date)
