As announced here previously some of the prime spots to watch the game do require you to be fully vaccinated, as per current rules.

For example, although you can get into the country with the required insurance even if you are not vaccinated, you will not be able to get into places such as the SL that have opted for full capacity in exchange for accepting the vaccination requirement for entry.

Technically, I haven't heard any announced plan to require vaccination to enter, only insurance if you are a non-resident. Residents/Ticos just need up-to-date CCSS payments. Perhaps a subtle point, unless have a place to live here (owned or leased dwelling). Then you could enter CR and watch the Super Bowl at home on your couch without being vaccinated as you catch COVID-19. Unless the CableTica goes out again.

I thought the requirement in bold was still being fought out in the courts in Costa Rica. Am I mistaken?

I think Feb 8 was the result of that (versus original earlier date)
