Was just reading news from Costa Rica, and my interpretation of what I read was that foreigners in Costa Rica as tourists will have to leave (once the 90 day period starts getting counted again), quarantine in one of the recognized countries for 2 weeks, get tested, get insurance, etc. under same rules as other tourists. Seems to me like that will end the perpetual tourist option, or not? |

That's pretty much true but there is talk of reducing the 90 days. As the 90 days resident/tourism was never really legal nobody is going to miss them. One thing about living on the edge of legality, one day you will slip. |

It is basically just the current rules for tourists to come in...but with the quarantine requirement there is no out and back in in 3 days. And the only places to qualify for a quarantine stay are the countries where the allowed flights originate. |

Keep in mind that "perpetual tourist" is not really a visa category and with both land borders and ports currently closed, all entries are airport entries. The CR government has always publicly promoted residency but is slow to approve it and they have long frowned on perpetual tourism. My application has been "in process" for over two years. Mexico is looking better each week. Also curious what Colombia will be like when the situation stabilizes. |

Even if the government does frown on them, logic would dictate that perpetual tourists generate considerable economic benefit for CR. The last thing they need right now is to ruin another source of income for the economy. However, logic and what makes sense has nothing to do with how the CR bureaucracy will react. |
