Jesus Christ, if this isn't the height of "mui tico", it's right up there. I love CR except for these kind of brain farts. That new tax was enacted in July but obviously nobody knew.

No place at the boarder to pay the tax yet? Then wait a month on implementing the tax until there is. They wait until the key time for that border crossing with Nicas going home in the 25 to 50k people range and pull this "go figure" shit. That border crossing will be a real joyful place until they get this straightened out.
