not likely. i would suggest doing it in the States before coming down. call att and ask if they will do it. if not, google unlock galaxy 3. there are several good companies that will do it for you.

If you log onto your ATT wireless account thru their webpage, there will be options for support 'chat'. Select help with International Roaming or the equivalent. If your account is in good standing they will generally give you the unlock code over chat. This is how I got mine. And it should be no problem to do it from SJ, you just need a computer to use. There are a few in the area near the pool table in the Sportsmens Lodge that they'll let you use.

Yes - use the online unlock code providers if ATT does not come through quickly. Make sure to shop around - even Ebay. The cost they charge can vary from $4.50 to over $20. I unlocked two S4s last week and paid 4.38 each.

All phones you buy in Costa Rica are unlocked. I bought a SIII mini at Amazon factory unlocked for $250 before I moved down and saw the same phone in mall San Pedro last week for $300. Prices are way down here compared to 1 year ago. I got factory unlocked because I had an Iphone unlocked and the wonderful folks at Apple relocked it when I did a software update. That was over 2 years ago, they may not still do that but who knows?

I may be wrong, I'll look into that and repost. One chica told me her Iphone 5 only cost her $200 with an ICE data plan, so I guess they would have to lock the phone to protect their investment, but several people have told me when you buy a phone at full price you can use any carrier you want. Maybe only for CR carriers?.. Movistar and Claro do some strange things in Nicaragua, costs more to call or text from one to the other, and all the "bonus" minutes they give you can only be uses when calling someone using the same carrier. A lot of people I know In Nicaland carry two phones for this reason or have dual SIM phones.
